Lewes District Council and Eastbourne Borough Council Cabinet councillors today approved funding plans to help secure significant government investment towards major improvements along the A259 corridor.The funding would come from the Community Infrastructure Levy (CIL) Strategic Pot. CIL is collected from new development and used to support infrastructure required by growing communities, including transport, public realm improvements and community facilities across the district.
Today’s decision supports the council’s commitment to improving highway safety, expanding active and sustainable travel options, and contributing to local carbon reduction objectives. The council has agreed to hold funds to support East Sussex County Council's bid for Department for Transport funding for the A259 Major Road Network Package. The local contribution is needed to unlock the remaining 85% of project funding from the Department for Transport.
Importantly, the funding will remain under the control of Lewes District Council and will not be released at this stage. Any future release of funds will be subject to a successful Department for Transport funding award and a further Cabinet decision setting out the final financial arrangements.
Councillor Laurence O'Connor (pictured), Cabinet Member for Planning and Infrastructure, explained: "This is a significant opportunity to bring in millions of pounds of external investment that can improve road safety along a vital transport corridor for our communities, reduce congestion and create better opportunities for walking and cycling.”
The A259 Major Road Network Package forms part of wider plans to address safety issues along the route while supporting economic growth, sustainable transport and access to key services. East Sussex County Council is currently preparing an outline business case and will subsequently develop a final business case containing updated scheme costs and project details.
Councillor Laurence O'Connor added: "We are also determined to protect public funds. The funding Cabinet today approved to meet the required local contribution remains with Lewes District Council and will only be released if the Department for Transport funding bid is successful and once Cabinet has approved the final financial arrangements.
"This balanced approach allows us to support vital infrastructure improvements while ensuring appropriate safeguards are in place. If successful, the project has the potential to deliver real benefits for residents through improved highway safety, better active travel connections and progress towards our climate ambitions."
